UPDATE: May 27th, 2016

As of May 27th, Trinity has filed their site plan to the City of Ottawa for Shoppers City East and it does include Costco as their anchor tenant. Trinity Group owns the property at Shoppers City East and you can view the proposed plans here with their contact information - http://goo.gl/iJk0MD

I share many of the same concerns regarding traffic that you do, but unfortunately since this is not a rezoning situation, this project does not go through Council for approval. Trinity has assured our office that they are taking all steps to ensure that the traffic concerns expressed at the community meeting are being addressed. They have hired Ron Jack of Parsons, the most experienced traffic consultant in the City, and we believe his experience and expertise will lead the way to a transportation solution that the community can live with.

Trinity has assured our office that a post-development traffic study will be conducted to assure everyone that there is proper and efficient traffic circulation to, from and within the site. Here are some facts regarding the proposed Costco:

  • The size of the proposed Costco is 162,449 square feet.
  • The total shopping centre square footage is 207,334.
  • The site will have 4 entrances and 4 exits: two all-turns entrances/exists on Blair Place, a right-in-right-out on Ogilvie and an entrance/exit at the signal for Ogilvie and Elmlea.
  • There are 786 parking space proposed for the Costco block.
  • There are 960 total parking spaces proposed on the overall site.
  • There will be 41 bicycle spaces on the site.

UPDATE – April 28, 2016

Shoppers City East – Public Meeting

Today, Trinity Group contacted me indicating that they will be moving ahead with a site plan for Shoppers City East. This is not zoning related, so does not require City Council approval. I made it clear to Trinity Group that I want a public meeting before they file a site plan which they have agreed to do. They also indicated that Costco is the intended tenant for the back portion of the property. To view the intended tenants of the front portion of the property, please go here - http://goo.gl/iJk0MD. While new jobs for the community are a positive, Trinity Group will have to explain traffic issues at the public meeting. Trinity Group will be required to submit a formal traffic study at time of submission.

For years, we have wondered what is going on at Shoppers City East. Real estate property owner Trinity Group will be hosting a drop-in open house for residents who have questions on the redevelopment of Shoppers City East at 2016 Ogilvie Road. Representatives from Trinity Group will be present with visual displays.

When: Thursday, May 5th, 2016
Where: Earl Armstrong Arena (Crush Space) – 2020 Ogilvie Road
Time: anytime between 2.00-7.00pm

UPDATE – March 2016:

There is no official confirmation of a Costco at this time; these are still rumours. The front third of the property is currently being developed which includes a Shoppers Drug Mart, Beer Store and others.

UPDATE – August 19th, 2015:

Presently, there have been no official plans submitted to the City of Ottawa in regards to a Costco being constructed. As always, I continue to monitor the situation and am diligently communicating with City staff in the Planning department.

Currently, excavation is being done at the site to clean and prepare the lands as some of the terrain is contaminated and the developer is incurring the cost to have this work done. This excavation is occurring in preparation for the construction of SMALL retail stores.

As noted below, if the developer were to resubmit plans (that includes the rumoured Costco), I would be removing delegated authority from City of Ottawa staff which forces the developer to host public consultations prior to any committee/council approval.

UPDATE – June 2015:

I continue to hear rumours of a Costco being implemented at this site, but to date, the plans submitted to the City of Ottawa from the developer are for small to mid-size commercial businesses.

There have been various media stories recently on this subject, but all are “unconfirmed” plans of a Costco at Shoppers City East.

UPDATE - July 2014:

Site plan application submitted and approved by the City of Ottawa - here.

March 2014:

The redevelopment of Shoppers City East is a project that has created a lot of interest in the community and I have received several questions on this topic. I have heard several rumours of various plans for redevelopment, but the plans submitted to the City of Ottawa from the developer are small to mid size commercial businesses. Currently, there has been only one application submitted (October 2013) to the City of Ottawa which you can view here.

If the developer changes their initial plans, they will have to formally resubmit plans back to the City of Ottawa. If the developer were to resubmit plans, I would be removing delegated authority from City of Ottawa staff which forces the developer to host public consultations prior to any committee/council approval.
